The average price of gasoline in Southern California is on the rise after four months of decline, inching up by 2 cents to $1.19 for a gallon of self-serve regular, according to the Automobile Club of Southern California. The clubOs monthly Fuel Gauge Report, released Tuesday, is based on a survey of 2,800 gas stations.
