Moscow Says OSCE May Observe Chechen Vote

Russia would welcome European and other foreign monitors for a constitutional referendum in Chechnya, Deputy Foreign Minister Vladimir Chizhov said.
Officials from the Organization for Security and Cooperation in Europe may attend the vote set for March, despite Moscow’s refusal to extend the mandate of an OSCE mission monitoring human rights in the war-torn republic, he said.
Russia refused to renew the mission’s mandate, which expired Tuesday, after criticizing the OSCE for trying to broker a peace deal.
