Presidential Bid by Ex-Dictator Rejected

Guatemalan electoral authorities ruled that a former dictator accused of ordering genocide during the country’s 36-year civil war could not seek the presidency in November.
Retired Gen. Efrain Rios Montt, accused by human rights groups of ordering the massacre of thousands of Maya Indians during his 1982-83 dictatorship, said he would appeal. He said he plans to stand for the ruling Guatemalan Republican Front in Nov. 9 elections.
