Election Foes Clash Over ID Plan; 1 Person Killed

At least one person was killed and dozens hurt when rival political activists fought each other as a growing dispute over a pre-election identification program turned bloody.
The plan is designed to give nationality papers to citizens who do not already have them in preparation for October elections in the world’s top cocoa grower, which has been divided in two since a 2002-03 civil war.
But supporters of President Laurent Gbagbo have said the hearing process is biased and risks granting voting rights to opposition-supporting foreigners.
