4 Americans being held, embassy says

Vietnam has arrested two Americans in what it called a terrorism investigation for distributing pro-democracy petitions, and it is holding two others on unspecified charges, the U.S. Embassy said.
Consular officials in Ho Chi Minh City visited Nguyen Quoc Quan, one of two U.S. citizens arrested Nov. 17 for allegedly circulating pro-democracy petitions. produced by Viet Tan, a pro- democracy group based in California.
The American arrested with him was identified by Vietnamese news media as Leon Truong.
The other two U.S. citizens were arrested Nov. 23 at the Ho Chi Minh City airport. Vietnamese media said Le Van Phan and Nguyen Thi Thinh were alleged to have a gun in their luggage.
