Lawmakers OK changes to charter

Egypt’s parliament approved a series of constitutional amendments that supporters bill as reforms but that rights groups say will undermine human rights protections already considered shaky.
The amendments, which have to be approved in a referendum to take effect, include an anti-terrorism clause that appears to enshrine sweeping police powers of arrest and surveillance.
They would also allow the president to dissolve parliament unilaterally and would weaken judicial oversight of elections.
