Best Buy, Circuit City protest fines

Retailers Best Buy Cos. and Circuit City Stores Inc. are protesting federal fines levied on retailers for failing to warn television buyers that some sets may be obsolete after a switch to digital broadcasts next year.
Last month the Federal Communications Commission said it fined retailers more than $6 million, including $712,000 for Circuit City and $280,000 for Best Buy.
