The El Monte City Council has formally approved a 72-unit town house development on Romona Boulevard between Peck and Cogswell roads, an area earmarked for redevelopment by the city’s redevelopment agency. City Planner Robert Kastenbaum said the council approved the project tract map and a zoning change to allow for a medium-density planned residential development. The council also amended the general plan, which had designated the land for a park. The project is the first phase in a planned 142-unit complex by All- west Development Corp. of Pasadena, Kastenbaum said. The second phase will require separate permits and approvals, he said. Allwest acquired the property from Southern Pacific Railroad.
