A state appellate court Tuesday upheld a decision by county supervisors to prohibit an asphalt company from more than doubling the size of its existing granite quarry in rural Twin Oaks Valley, north of San Marcos.
The 4th District Court of Appeal ruled that South Coast Asphalt Inc. has no inherent right to develop its land.
Save Twin Oaks Valley, a group representing nearly 4,000 area residents, had objected to the expansion plans, arguing that the expansion would lead to the industrialization of the quiet valley and would increase noise, truck traffic and dirt.
