David Reed Conger, 18, of Vista turned himself in to Vista police on Monday in connection with the death of Steven Wayne Dwyer, 23, also of Vista.
Police said that the slaying occurred Saturday in the 700 block of Lemon Avenue. After losing an earlier fight with Dwyer, Conger allegedly returned to the scene with a .22-caliber rifle and shot Dwyer once in the chest. Dwyer died shortly afterward at Tri-City Hospital, police said. Both men were unemployed.
Conger, accompanied by his stepfather, turned himself in to deputies at 5 p.m. Monday and is being held without bail pending arraignment. Homicide detectives are investigating.
