New Arms Talks Envoy

NEW BRITAIN, Conn. — President Reagan on Wednesday named Stephen J. Ledogar to be U.S. representative at the mutual-and-balanced force-reduction negotiations in Vienna. Ledogar, 57, succeeds Robert D. Blackwell at the talks, aimed at reducing conventional force levels in Europe.
