Central American foreign ministers agreed at the end of a two-day meeting in Tegucigalpa, Honduras, on measures needed to end the wars devastating the region. The working paper called for cease-fires, dialogue, democratic reforms and an end to outside aid to guerrillas, including U.S. backing for Nicaraguan contras . The paper incorporated part of the so-called Contadora Group’s earlier Central American peace plan as well as the peace proposal by Costa Rican President Oscar Arias Sanchez to end civil wars in El Salvador and Nicaragua.
