Arraignments are scheduled Monday for Diane Brooks and her adult daughter Carol Brooks, who are facing misdemeanor charges for allegedly running a day-care center without a license. One toddler drowned and two other toddlers nearly drowned when they fell into the Brooks’ backyard swimming pool.
