3 Judges Elevated to the Superior Court

Gov. George Deukmejian this week elevated three Municipal Court judges to Superior Court judgeships in Los Angeles County.
The new Superior Court judges are Emily A. Stevens, 41, of Los Angeles; S. James Otero, 38, of Glendale, and Charles E. Horan, 39, of Glendale. Superior Court judges earn $94,344 a year.
Stevens replaces Miriam A. Vogel, who was elevated to the 2nd District Court of Appeal. She served as a deputy and assistant city attorney before moving to the Municipal Court bench in 1987.
Otero replaces Warren H. Deering, who retired. He was a Los Angeles deputy city attorney and was working for the Southern Pacific Transportation Co. when appointed to the Municipal Court in 1988.
Horan replaces Norman Epstein, who also was elevated to the Court of Appeal. Horan was a Santa Monica deputy city attorney and Los Angeles County deputy district attorney before his 1988 appointment to the Municipal Court bench.
