Cable Rates Hold Steady in L.A.: Only three of Los Angeles’ 14 cable-TV franchises raised rates in the second quarter ended June 30, according to the city’s Department of Telecommunications. Basic cable-TV service in the city costs an average of $22.31 per month with a converter and $20.76 without a converter. A total of 505,664 residents, representing 38.5% of all homes in Los Angeles, are cable subscribers, the city said.
