I wonder if the tents in Balboa Park would have been more acceptable to the mayor and the people of San Diego had they perhaps been in bright and wonderful colors, such as Christo’s umbrellas that dotted the landscape over many acres. Would the mayor and the people have come to walk among them and see them?
