SAN DIEGO : Council Panel Urges Pavilion Holiday Fee

A City Council committee recommended Wednesday that the city impose a nominal fee for holiday displays at Balboa Park’s Organ Pavilion.

The fee is a reaction to recent controversy over government sponsorship of religious displays, including the ongoing debate over the long-established cross monument on city-owned property on Mt. Soledad in La Jolla..

The American Civil Liberties Union has requested use of part of the Organ Pavilion from Dec. 1 to Dec. 30 for a display centered on the Bill of Rights.

For the past 38 years, the Community Christmas Center has used the area for a display of a Nativity scene during December. Until this year, no other group requested use of the pavilion, according to a city manager’s report to the City Council’s Public Facilities and Recreation Committee.

“The Organ Pavilion is large enough to accommodate both displays simultaneously,” the manager’s report reads. The fee was set at $15 a day.
