LAGUNA HILLS : City Puts Trash Contract Up for Bid

Fulfilling a 5-year-old promise, the City Council enthusiastically invited bids this week for the city’s trash hauling, a sensitive issue in Laguna Hills since the county chose the current company just months before the city’s incorporation in 1991.
Now, with the power to choose the city’s trash hauler for the first time, city officials hope the competition will mean reduced rates.
City staff will ask Orange County firms to submit bids for a fully automated trash pickup system that includes separate bins for recyclable waste.
Recycling will be a key issue. The service currently is offered at about 2,100 of the 5,500 households in Laguna Hills.
The council is adamant about issuing an exclusive franchise to one company. In 1991, the county gave Solag Disposal and Waste Management Inc. the right to haul trash in Laguna Hills.
The result was confusion for both residents and city officials, council members said.
The franchise agreement with both haulers will expire in June, 1996.
