Talks Sought With U.S. on United Airlines: Claiming the Chicago-based air carrier is violating an agreement regulating passenger boarding, Japan has asked Washington for a special meeting separate from ongoing discussions about air cargo. Industry analysts said the move could add to already complicated aviation relations. Tokyo says current agreements mean that when a U.S. airline flies into Japan and then goes on to another place, the so-called beyond right, only half the passengers on the onward leg can have boarded for the first time in Japan. United’s scheduled flight from Los Angeles to Tokyo’s Narita airport, which flies on to Seoul, is allegedly breaking that rule. United Airlines officials in Japan were not immediately available to comment. Japan and Washington are planning a second round of negotiations in late November to set a new framework for an air cargo agreement.
