School Board Weighs Meeting Speech Policy

A policy limiting public comments at Fullerton School District board meetings is being considered by trustees.
Under the proposal, those addressing the board would be allowed to speak for a maximum of three minutes each. Public speeches addressing issues not on the board’s agenda would be limited to 30 minutes in total. Public comments on each subject on the agenda would be limited to 20 minutes total.
Lengthy public comments have often caused school board meetings, which usually start at 7 p.m., to drag on until midnight. The long meetings prompted the majority of the school board to seek a policy to try and keep meetings moving efficiently.
Board President Anthony M. Valla and members Robert C. Fisler and Hilda Sugarman said such a policy is needed. But board member Kim Ann Guth called it “foolish.”
The trustees will consider fine-tuning the policy next week and approving it next month.
