Green Cards

I read with interest the April 22 story on the new green card. While welcoming the new high-tech card, I am disappointed that no plan is in place by the INS for accelerated replacement of the old cards. According to the current plan, only half of the legal green cards will be replaced in five years--probably by then a quality counterfeit card will be available.
The new high-tech card affords a unique opportunity, and the necessary resources should be made available to the INS to replace all legally issued cards within two years.
