City Council members Tuesday are expected to vote down a resolution supporting Irvine’s bid to annex the El Toro Marine base. Irvine opposes the development of an international airport at El Toro and has endorsed the alternative Millennium Plan, which would replace the base with housing, shopping and recreation facilities. Stanton supports plans for an El Toro airport. The council will meet at 6:30 p.m. in chambers, 7800 Katella Ave.
